In 1981, Mumbai had only 320,000 registered cars on its roads. It took until 2000 to reach one million. By 2018, the figure had passed three million. And yet the city’s road space has not grown. Indeed, it hardly could, so densely jammed in are people already. The one exception to this is near where I used to live, in Bandra: the Bandra-Worli Sea Link. The Sea Link is a toll road, built at a cost of $300 million, that runs on pillars over the Arabian Sea, connecting Bandra to the original islands of Mumbai. It is an engineering miracle, and Govind and I used to drive across it often. But the trouble with the Sea Link is that it funnels more cars into the city than otherwise could even enter.
